<strong>State and Wait</strong> refers to the Pillow Fortress policy of planning and plotting government organizations and their functions in anticipation of a time, however unlikely, in which the Principality has the territory/population necessary to staff and operate such organizations. It is the central impetus motivating the Pillow Fortress Wiki, with the reason being that, should the Principality acquire territory/population, little or no time need be wasted determining what organizations will then be required to maintain said territory/population, allowing the Pillow Fortress to rapidly adapt to changing circumstances in order to better serve its citizens and subjects.
