The Commissar Branch of the Libertine Party manages the system of political commissars that oversee and maintain the loyalty of the Pillow Fortress Armed Forces (with special emphasis on the Platinum Band) to the civilian government. Commissars hold authority equal to that of the commanding officer of the unit to which they are assigned.

Commissariats

Commissariats are sections responsible for the loyalty of their associated organizations. The totality of these individual commissars is what constitutes the commissariat.

Civilian Commissariats

While the branch is mainly dedicated to maintaining the loyalty of the PFAF, there's nothing, legally speaking, preventing it from maintaining oversight of any other government institution or organization, however, since most if not all such institutions and organizations are lead by members of the Party, this would be superfluous, with one notable exception, that being the Peacekeepers, which, while civilian, due technically have access to some armed equipment and training, and so must be monitored independently, both to ensure loyalty and to ensure their proper conduct.

Military Commissariats

Armband worn on the uniform of Libertine Party commissars.

Offices

Office of the Chief Commissar

The Office of the Chief Commissar is the main organ through which the branch is run day-to-day.

Sections

Commissar Education and Training Section

The Commissar Education and Training Section provides those selected as commissars the necessary skills and training for their task.

Commissar Placement Section

The Commissar Placement Section determines which commissars are to be assigned to what units and organizations.

Commissar Recruitment Section

The Commissar Recruitment Section recruits and vets potential commissars. As commissars will be embedded within active duty units of the military, they must meet all physical fitness requirements of those units, as well as be members of the Party with a high loyalty.

Internal Study Section

The Internal Study Section monitors the Pillow Fortress Armed Forces and other entities of which the commissar branch provides oversight for instances of disloyalty. The Internal Study Section reports directly to the Party Secretary, i.e. the reigning Princess.

Units

The Commissar Branch maintains several units within the Platinum Band composed almost entirely of commissars from their respective commissariats. These serve as training units for new commissars, reserve units in times of war, as holding stations between assignments, and, should the need arise, a final physical check on the PFAF in order to secure the safety of the civilian government.
