The Foreign Intelligence Organization (FIO) is an independent agency under the authority of the State Security Bureau tasked with gathering intelligence on foreign states, and conducting intelligence and counterintelligence special operations. It is a member of the Pillow Fortress Intelligence Community. It adheres to the Typical Organization Framework, however much of the rest of its internal structure is classified.

The Office of the Chief of Foreign Intelligence is the main organ through which the agency is run day-to-day.

The Covert Operations School provides training in tradecraft to FIO officers.
