The Universal Basic Income Scheme is a welfare scheme operated by the Universal Basic Income Branch of the Department of Economics, which provides a monthly income to all citizens of the Principality, free of means testing or additional conditions.
UBI Framework
Upon birth or naturalization, each citizen of the Pillow Fortress is given an account at the First Bank of the Pillow Fortress. If the citizen is under the age of majority, their parent or legal guardian has control over it, otherwise, if the citizen is an adult, they themselves have control over it, and may withdraw funds as they wish, with no restrictions on how the money is to be used, save for any existing legal prohibitions against the purchase of illegal goods or facilitation of fraudulent activity.
Upon the death of a citizen, their account at the First Bank of the Pillow Fortress is closed. A percentage of any remaining funds (capped at 50%) is transferred automatically to the account(s) of the deceased's designated heirs, or to their next of kin if no heirs are specified. The rest is transferred back to the government in the form of an estate tax. If a citizen wishes to renounce their citizenship, they have thirty days to remove any remaining funds before the account is closed and any remaining funds are transferred to the Internal Revenue Branch.
Schedule
At the time the citizen's account is created, a number between 3 and 26 is assigned to it. On that date every month, the universal basic income is deposited into the account. Assignment of the number is random and distributed such that a more or less equal percentage of the population is assigned each day.
