On the Promulgation of Classified Royal Decrees

The Princess may issue classified royal decrees should the contents thereof concern issues of state security and/or defense, and if their immediate revelation would be damaging to the power, position, and/or prestige of the Principality, its clients, and/or its allies. The Xeer may appoint one of their Justices, or a judge of an inferior court, to review the contents of the decree, subject to minimal redaction, in order to certify that it does not have the effect of creating some new class of crime, nor is it a bill of attainder or ex post facto law, but is indeed concerned narrowly with the security and/or defense of the Pillow Fortress.

Any royal decree classified in such a manner shall be classified for no more than twenty-five years. The reigning Princess or the government on her behalf may request a further extension of classified status, in increments no greater than twenty-five years, subject to review as to their continued importance to state security/defense.

All secret royal decrees which may have been promulgated before this royal decree are rendered null and void, abolished, and stricken from the record, their contents unpublished.

As this royal decree supersedes Royal Decree 00007, that royal decree is rendered null and void, abolished, and stricken from the record, its contents unpublished.
