The Department of Culture oversees and manages the Principality's culture, such as maintaining the official calendar, operating museums and libraries, and distributing grants to independent artists. The Council of State recommends its secretary.

Branches
Celebration and Holiday Branch
The Celebration and Holiday Branch maintains the official list of the Principality's public holidays as well as keeps an archive of information relating to the various holidays celebrated in the Pillow Fortress, both official and non, along with the traditions associated with them.
Copyright and Trademark Branch
The Copyright and Trademark Branch both sets the policy for the grant of copyright and trademark for creative works produced by Pillowans, as well serving as a registry of the same.
Museum and Exhibition Branch
The Museum and Exhibition Branch manages state owned state operated museums, as well as coordinating the sharing of exhibitions with indpendent museums.
State Languages Branch
The State Languages Branch regulates the official use of languages by the Fortressian government. It determines proper spelling, grammar, and style, while also providing official translations of government documents in many different languages.

Content Rating Commission
The Content Rating Commission manages the Pillow Fortress's system of voluntary content rating, the Fortressian Entertainment Rating System.
Space Culture Commission
The Space Culture Commission develops and sponsors media and events with a focus on positioning the exploration and exploitation of outer space as a central feature of Fortressian Culture.

The Independent Art Grants Committee issues grants to independent artists working across myriad fields, mediums, genres, and styles.
Independent Agencies
Library of the Pillow Fortress
The Library of the Pillow Fortress oversees and manages all state owned and state operated libraries within the Principality while also serving as the copyright deposit and government's research library.
Military Morale Movement
The Military Morale Movement provides entertainment to active duty members of the Pillow Fortress Armed Forces.
Pillow Fortress Historical Society
The Pillow Fortress Historical Society is tasked with preserving, maintaining, interpreting, and popularizing the history of the Principality. It also serves as the umbrella organization for all the other government historical societies.
Pillow Fortress Institute
The Pillow Fortress Institute spreads awareness of Fortressian art, culture, and history to foreign states.

The State Movie Theater Network consists of all state owned state operated movie theaters in the Pillow Fortress.

Office of the Secretary of Culture
The Office of the Secretary of Culture consists of the Secretary of Culture and their support staff. It is the main organ through which the department is managed on the day-to-day level.

The Office of the Undersecretary of Culture, Department of Culture is responsible for all those organizational components of the department which fall under the TOF.

The Office of the Undersecretary of SOSO Businesses, Department of Culture is responsible for overseeing the various state owned state operated businesses subordinate to the department.

Pillow Fortress School of Art and Culture
The Pillow Fortress School of Art and Culture is the Principality's premier academy of art and design, teaching all fields and mediums except architecture.

State Design Service
The State Design Service is the Principality's in-house graphic design studio, responsible for logos, insignia, emblems, etc. While independent agencies may opt to outsource to a private design studio, the work of the State Design Service is open to all government and government affiliated organizations.

Pillow Fortress Broadcasting Corporation
The Pillow Fortress Broadcasting Corporation is the official television broadcasting network of the Principality. It produces everything from news and non-fiction to sports, dramas, and sitcoms.
Pillow Fortress Card and Board Game Community
The Pillow Fortress Card and Board Game Community manufactures card, board, and roleplaying games.
Pillow Fortress Chamber of Music
The Pillow Fortress Chamber of Music is the official record label of the Principality. It produces music in a wide variety of genres, as well as puts on live performances.
Pillow Fortress Comic Circle
The Pillow Fortress Comic Circle is the official comic book publisher of the Principality.
Pillow Fortress Dance Troupe
The Pillow Fortress Dance Troupe provides dancers and choreography for public functions and events as well as for government media productions.

The Pillow Fortress Film Studio produces films on behalf of the government. These range from training videos to documentaries to blockbusters.
