The Civil Defense Branch of the Emergency Management Organization operates civilian disaster preparedness programs, constructs emergency bunkers, maintains supplies of food and rations, trains volunteers, and educates the public on civil defense procedures and best practices.

Office of the Civil Defense Education Coordinator
The Civil Defense Education Coordinator establishes classes which train volunteers who can assist the government with civil defense operations during disasters.
Office of the Civil Defense Media Coordinator
The Office of the Civil Defense Education Coordinator commissions and distributes media to educate the public on civil defense and what to do in disaster situations.
