The Department of Territory oversees and manages the Principality's physical territory, including the settlement and development thereof, and the nature of Fortressian administrative divisions. Its secretary is recommended by the Council of Territory.
The Department of Territory adheres to the Typical Organization Framework in addition to the following components:
Branches
Client State Branch
The Client State Branch manages and oversees the Principality's client states and client non-state entities.
Occupied Territories Branch
The Occupied Territories Branch manages and oversees the Principality's colonial territories, as well as providing some oversight over any militarily occupied territory. When there are no colonial or occupied territories to administer, this branch remains dormant, and no undersecretary is appointed.
Territory Acquisition Branch
The Territory Acquisition Branch investigates potential territorial acquisitions and presents its findings to the Council of Territory. The department has some authority to make such acquisitions on its own, however, subject to ultimate approval by the council and Princess.
Territory Development Branch
The Territory Development Branch manages the overall development of the Principality's territories.
Territory Settlement Branch
The Territory Settlement Branch manages the internal migration of Pillowans and subjects within the Principality's territory.
Colleges
College of Colonial Governors
The College of Colonial Governors is a pool of individuals believed to be capable of handling the position of colonial governor, and who can accept such an appointment at a moment's notice.
College of Territory Administrators
The College of Territory Administrators is a pool of individuals believed to be capable of handling the position of territory administrator, and who can accept such an appointment at a moment's notice. Administrators are recommended by the Council of Territory, and while they don't necessarily have to be chosen from among this college, it still serves a useful purpose, especially in such times when an administrator is needed on short notice due to some unforeseen event, precluding the usual debate within the council.

Office of the Secretary of Territory
The Office of the Secretary of Territory is the main organ through which the department is managed on the day-to-day level.
Office of the Undersecretary of Administration, Department of Territory
The Office of the Undersecretary of Administration, Department of Territory is responsible for all those organizational components of the department which fall under the TOF.
