An Occupancy is a kind of Fortressian administrative division consisting of any territory not incorporated into the Principality, but which is administered by one or more of the Pillow Fortress Armed Forces. Occupancies are temporary, to inevitably be replaced by a civilian government of a form befitting of the unique situation for which the occupancy was established. By their nature, occupancies are undesirable, but they may be necessary from time to time.
