A Libertine Congress is the periodic gathering of Libertine Party delegates for the purposes of recommending members to the Politburo, providing counsel on adopting and/or modifying the Party constitution, confirming changes made to Party bylaws between congresses, and managing any other affairs of the Party which may be brought up during the proceedings. It is to occur every six years. Membership of the congress is held by approved party factions and delegations from local party chapters.
