The Council of State is one of three advisory councils comprising the Principality's legislature, the Directory. It is empowered to pass laws regarding all aspects of the Pillow Fortress not within the areas of responsibility of either the Council of Labor or the Council of Territory. This means that its own areas of responsibility are wide ranging and diverse, including everything from the environment to defense, culture to public services and more. The Council of State also recommends cabinet appointments to the majority of Throne departments.

Composition

The Council of State consists of one hundred and twenty representatives, elected by the general population and each serving a three year term. As with all advisory councils, all representatives must themselves be members of the Libertine Party. The large number of seats on the council, relative to the other two in the Directory, is a result of its vast areas of responsibility, with a possible increase in number being anticipated.

From among all representatives, two are chosen as officers, one of which serves as the council's spox, the other to serve as the Head Councilor. A third such individual is chosen to serve as Sergeant-at-arms, who is tasked with maintaining order and procedure.

Members

Due to the current population of the Pillow Fortress being one, there have been no elections to the Council of State and thus it has no members.

Committees

Like all advisory councils, the Council of State may establish committees of its members for the purposes of discussion, debate, and investigation, with their findings to then be presented to the council as a whole for further action. Committees may be temporary or permanent, with there being two categories of the latter, department committees and general committees.

Department Committees

Department committees provide oversight to Throne departments, typically only those the council is empowered to recommend secretaries to lead, though there is nothing in law preventing any council from establishing a committee for a department it doesn't have any authority over, any such committee's findings and recommendations would have no power. Additional Council of State Organizations

The Council of State maintains some additional organizations staffed by non-member civil servants to aid in its operation. These include the Council of State Representatives Registry, which maintains the official list of all past and present members of the council.
