The Council of Labor is one of three advisory councils comprising the Principality's legislature, the Directory. It is empowered to pass laws regarding the economy of the Pillow Fortress, including such matters as determining the government's budget, regulating businesses, setting standards of employee health and safety, and moderating labor disputes. The Council of Labor also recommends cabinet appointments to the Department of Labor Coordination, Department of Economics, and the Department of Industry.

Composition

Unlike the Councils of State and Territory whose members are individuals chosen via elections, membership in the Council of Labor is defined by law as consisting of craft guilds representing various sectors and aspects of the economy. The specific individuals who act on behalf of their guilds in the day to day operation of the council are chosen by elections which take place in each guild. As with all advisory councils, these individuals must themselves be members of the Libertine Party.

Committees

Like all advisory councils, the Council of Labor may establish committees of its members, or rather those individuals chosen to act on behalf of its members, for the purposes of discussion, debate, and investigation, with their findings to then be presented to the council as a whole for further action. Committees may be temporary or permanent, with there being two categories of the latter, department committees and general committees.

Department Committees

Department committees provide oversight to Throne departments, typically only those the council is empowered to recommend secretaries to lead, though there is nothing in law preventing any council from establishing a committee for a department it doesn't have any authority over, any such committee's findings and recommendations would have no power. Sergeant-at-arms of the Council of Labor

The Sergeant-at-arms of the Council of Labor is chosen from among the guild representatives to carry out certain ceremonial duties, such as announcing the arrival and exit of the Princess, as well as maintaining order during meetings of the council.

Head Councilor of Labor

The Head Councilor of Labor is held by a guild for a three year term, at which point it rotates to the next guild in alphabetical order. The Head Councilor sets the council's agenda and determines membership on the various committees, among other responsibilities.
