Libertine Congress
A Libertine Congress is the periodic gathering of Libertine Party delegates for the purposes of recommending members to the Politburo, providing counsel on adopting and/or modifying the Party constitution, confirming changes made to Party bylaws between congresses, and managing any other affairs of the Party which may be brought up during the proceedings. It is to occur every six years. Membership of the congress is held by approved party factions and delegations from local party chapters. The Party Secretary has final approval of any and all decisions of the congress, in a manner paralleling that of the Princess and the Directory.
Each faction and delegation is comprised of a set number of representatives. Both factions and delegations may submit business for consideration, and representatives are free to vote however they wish on any proposal, regardless of the official stance of their faction or delegation. All votes are public. If a recommendation does not receive a majority of votes, it is dismissed, otherwise it is presented to the Party Secretary for approval. In the event of a tie, the Party Secretary casts the deciding vote, otherwise she has no part in voting.
