Home Front is a paramilitary organization charged with the wartime mobilization of those members of the Fortressian public which are unable to either fight or work but who can engage in certain low intensity activity which will nevertheless assist the Principality's defensive efforts. During times of peace it is under the authority of the Emergency Management Organization and may be used to respond to natural disasters. During times of war, authority over Home Front is given to the Department of Defense. There are no fitness or age requirements for participation in Home Front operations, so long as one is physically capable of carrying out their assigned tasks. Being a paramilitary organization, Home Front has a system of ranks and uniforms for use by its permanent staff to cut down on confusion during the chaos of war. However, the organization is not weaponized, with the exception of small arms for personal defense.
Operational structure
The bulk of Home Front's permanent staff are dedicated to either contingency planning and logistics, or training as the Home Front Officer Corps (HFOC). Members of the HFOC learn a wide variety of skills useful in different defense scenarios, including but not limited to first aid, fortification, evacuation, and making improvised weapons. Importantly, they are also trained how to teach civilians these same skills. In times of conflict the HFOC is dispersed among the community to organize civilians in carrying out whatever tasks are necessary for the defensive effort. Such a group of civilians are referred to as a cell.
