A prefecture is an administrative division within a Municipality which is created when its population has become so large that a further devolution of power and authority is required to administer it, or as a result of the merger of two or more existing municipalities as a way to maintain a cultural continuity despite the amalgamation into a single government structure. Prefectures are established by their municipal government, subject to approval by its provincial government.
