Municipal Government
In order for a population center to be granted self-governing status as a municipality, it must provide evidence that it can fully staff and operate a municipal government. Much like provincial governments, municipal governments don't have the authority to pass their own laws, but are rather focused on policy, both the implementation of those set at the provincial and state levels, and the setting of those policies which would otherwise be decided by their canton's governing board.
