Provinces are the first level administrative divisions of the Principality, being territories which are fully integrated into the Pillow Fortress, having their own governments which enact policy and programs within their borders as mandated by the Throne. Each province receives an equal number of seats on the Council of Territory. Provinces are divided into two or more cantons.
