The Autumn Constitution, promulgated in the autumn of 0/2018, was the second attempt at establishing a government under the framework provided by the State Charter. Replacing the failed Summer Constitution, it mostly refined and updated the provisions present in that document, with one notable exception being the complete abolition of the Supreme Court and the non-establishment of any other court which had the power of judicial review, such courts having come to be viewed as potential threats to the functioning of the Principality. It was this change which motivated the replacement of the Summer Constitution, as it was believed to be too complex to manage within its amendment process. The Autumn Constitution would be in force for nearly a year as a sincere effort was made to work with it, rather than replace it at the first sign of trouble. This resulted in seven amendments, five of which would be included in the text of the Constitution of the Year I. Unfortunately, the theoretical problems arising from not having a court with judicial review powers were greater than those arising from having such a court, and development of the Pillow Fortress largely stalled. The decision was made to establish what would ultimately become the Xeer, but since the Autumn Constitution used a similar amendment process to that of its predecessor, it too was abolished and replaced.
