The Xeer is technically the supreme court of the Pillow Fortress, but as all other courts, with the exception of courts-martial, are organizationally subordinate to it, the Xeer is also the third estate, serving as the entire judicial branch of the Principality. The current number of justices of the Xeer, not including any inferior court, is five: one chief justice and four associate justices.

The Xeer adheres to the Typical Organization Framework in addition to the following components.

Colleges

College of Public Defenders

The College of Public Defenders consists of all those individuals qualified to act as public defenders in Fortressian courts.

Committees

Sentencing Guidelines Committee

The Sentencing Guidelines Committee determines the proper form and duration of sentences for criminal offenses. Judges of the courts inferior to the Xeer are bound to follow its recommendations and act accordingly.

Independent Agencies

Courts Administration and Coordination Agency

The Courts Administration and Coordination Agency provides administrative assistance, standardization, and equipment to the various lower courts of the Principality.

Restorative Justice Research Symposium

The Restorative Justice Research Symposium consists of civil servants, lawyers, retired judges, and philosophers who are tasked with researching, studying, and refining the concepts and practices of restorative justice for incorporation into the Pillow Fortress's legal framework.

Inferior Courts

As it would be impossible for one court of five individuals to handle all civil and criminal cases that may arise within the Principality, several inferior courts have been established to adjudicate disputes.

Appellate Courts

Appellate courts hear appeals from all courts inferior to them. This consists of the vast majority of courts in the Pillow Fortress. The only place left to appeal after an appellate court is the Xeer itself.

Arbitration Courts

Arbitration courts are an expedited service for resolving small civil claims. Arbitration is only available if all parties are informed of the binding nature of its decisions and agree to abide by any rulings. In return, the legal process is sped up considerably relative to the provincial and local courts.

Client State Dispute Court of Review

The Client State Disputes Court of Review is a special court, inferior to the Xeer but not the appellate courts, which handles cases arising between the government of the Pillow Fortress or its citizens and the government or citizens of a client state or the officers of a client non-state entity. This court does not rule on the outcome of any given case, but rather determines if the case has merit, and if so is it to be tried in the courts of the client state or in those of the Principality, and what if any special measures may or may not be enacted to ensure a fair dealing.

Human Rights Courts

Human rights courts handle legal cases arising from alleged violations of one or more of the human rights guaranteed by either the State Charter or the Constitution.

Inter-Provincial Courts

Inter-provincial courts handle cases arising from conflicts between provincial governments, or organizations, individuals, or groups located across two or more provinces, and only if such cases cannot be adjudicated via identical provincial laws, regulations, or policies.

Interstate Claims Court of Review

The Interstate Claims Court of Review is a special court, inferior to the Xeer but not the appellate courts, which handles cases arising between foreign nationals and citizens and subjects of the Pillow Fortress. As with the Client State Disputes Court of Review, this court does not rule on the outcome of any given case, but rather determines if the case has merit, and if so what court should it be brought before.

Provincial and Local Courts

Provincial and local courts are the most common courts, and the ones any given citizen is most likely to interact with, handling the vast majority of criminal and civil cases.

The Office of the Chief of Administration, Xeer manages the Typical Organization Framework components of the Xeer.

The Office of the Xeer Operations Coordinator handles the day-to-day management of the Xeer on behalf of its judges.

The Xeer Publication and Printing Service creates and distributes physical copies of all Xeer proceedings and rulings.
